Fairview Police Department Investigates Fatal Shooting

FAIRVIEW, Texas — Friday morning, at approximately 7:00 a.m., a Fairview Police officer was traveling north on Fairview Parkway, about a quarter-mile south of Fairview Crossing, when they discovered an unresponsive person on the side of the road.

The officer stopped to render aid and discovered the man was deceased from an apparent gunshot wound. A handgun was recovered at the scene.

Following a preliminary investigation in conjunction with the Collin County Medical Examiner’s Office, the death appears to be the result of a self-inflicted gunshot.

The deceased has been identified as 73-year-old Thomas Wilson Horne of McKinney, Texas. Next of kin has been notified.

This remains an active investigation, and no further details are available at this time.

Please Support a Unique ZIP Code for Fairview

Town of Fairview Single Unique ZIP Code

For decades, Fairview residents, businesses and local government operations have experienced a wide range of mail delivery and other mail-related problems due to the 75069 ZIP Code shared with McKinney. Fairview’s shared ZIP Code has resulted in delayed or misdelivered mail, package deliveries, and time-sensitive communications intended for Fairview addresses. The State of Texas Comptroller’s Office has accidentally remitted Town sales tax revenue to McKinney. Fairview officials and residents are also deeply concerned that online sales tax revenue could be directed to the wrong jurisdiction; residents and business owners could receive inaccurate insurance rates, and that inaccurate Census data may deprive the Town of access to federal and state grant opportunities. Fairview’s shared ZIP Code created confusion leading up to the March 2026 primary election when a large number of Fairview residents received voter registration cards indicating that they lived in the City of McKinney. Residents were concerned that the error could impact their ability to vote in the 2026 primary election and other elections. 

 

Fairview’s ongoing efforts to have the United States Postal Service (USPS) assign the Town a single unique ZIP Code and resolve its ZIP Code-related problems began in 2010. Fairview has gone through the required USPS ZIP Code Boundary Adjustment request process twice (allowed one request every 10 years), both of which were denied. Fairview has exhausted other options for relief relating to its ZIP Code related problems. In the 118th Congress (2023-2024), with the support of U.S. Representative Keith Self, Fairview was included in a bill that would have resulted in Fairview receiving its own unique ZIP Code. The bill passed with bipartisan support in the U.S. House of Representatives; however, the bill ultimately died in the U.S. Senate due to the Senate failing to act on the bill prior to the end of the 118th Congress. 

 

Fairview, with U.S. Representative Keith Self’s support and cosponsorship, was included in H.R.3095, which was filed in the 119th Congress (2025-2026) and which directed USPS to designate a single unique ZIP Code for Fairview and a limited number of other cities in Texas and across the U.S. In July 2025, H.R.3095 passed with bipartisan support in the U.S. House of Representatives. The ZIP Code bill is currently in U.S. Senate as S. 4505. The U.S. Senate referred S. 4505 to the Homeland Security and Government Affairs Committee. Among other actions to solicit congressional support for S. 4505, town staff respectfully requests that Fairview residents interested in supporting S. 4505 complete and submit an electronic Letter of Support  by June 1. A pre-written letter accessible through this link. Town staff will share the letters it receives with congressional staff to convey the support Fairview residents have for this effort. Location Update: Joint Meetings to Discuss Zoning

The Fairview Town Council, Planning and Zoning Commission and Zoning Board of Adjustment will hold three joint meetings to consider changes to the Town's zoning regulations. The meetings will be held at 7 p.m. May 19, June 4 and June 11. These meetings will be held at Profound Foods Fairview, 163 Fountain Court, Fairview, Texas 75069.

 


Memorial Day Closure and Trash Schedule

Fairview Town Hall will be closed Monday, May 25, in observance of Memorial Day.
No trash will be collected on May 25. Trash and recycling collection will roll forward one day the week of Memorial Day.
During that week, households that normally receive pickup on Mondays will instead receive collection on Tuesday, May 26. Homes that usually receive Tuesday pickup will instead have pickup on Wednesday, May 27. Houses normally scheduled for Wednesday collection will have trash and recycling pickup on Thursday, May 28.
Bulk and brush pickup for homes that typically receive this service the week of the fourth Monday of the month will instead receive bulk and brush pickup between Tuesday, May 26, and Friday, May 29.

 


New Parking Restrictions Near Mailboxes in Fairview

Many of our residents rely on the timely delivery of mail and packages from the U.S. Postal Service (USPS), including for delivery of vital prescription medications. According to USPS guidelines, a mail carrier should suspend delivery if the carrier cannot safely access a mailbox without exiting their vehicle. Vehicles parked in front of mailboxes are the primary cause of skipped deliveries.

In response to this issue, on May 5, 2026, the Fairview Town Council approved an amendment to the Town’s parking ordinance (Section 12.03.006(b)). This amendment goes into immediate effect and prohibits parking within 10 feet on either side of a mailbox between 8 a.m. and 5 p.m. Mondays through Saturdays.

Parking within 10 feet of mailboxes is still allowed overnight and on Sundays. Briefly stopping within 10 feet of a mailbox to drop off or pick up a passenger or make a delivery is allowed during hours when parking near mailboxes is prohibited, as long as you do not obstruct access to a mailbox.

Fairview Police will enforce this amendment to the Town’s parking ordinance, giving special attention to areas of concern expressed by residents. The intention of the change to the ordinance is to promote public safety and welfare rather than take punitive action.

The Town appreciates the caring residents who brought the issue to our attention on behalf of a neighbor who had missed important prescription deliveries, and we thank you for your cooperation in keeping everyone who lives and travels through our Town safe.

Lighting Outage On Fairview Parkway

Lightning from a recent storm struck a street light along Fairview Parkway, south of Latham Drive. The lightning strike damaged some electrical infrastructure, causing lights along the street to go out. Oncor and Town staff are working to resolve the issue.

What technology is used to read my smart meter?

The AMI network uses radio frequency to capture meter data.

Does the radio frequency interfere with other electronic equipment?

The radio transmission operates in compliance with Federal Communications Commission (FCC) regulations to avoid interference with other electronic devices.

Is my data secure?

Data transmitted from the meter through the system is encrypted from end to end.

How can I be sure I am not being billed based on someone else’s transmitted data?

Each radio frequency device has a unique ID number, which is transmitted along with the meter reading. The unique ID is compared to your account records to ensure a match.

Am I now paying more for water because of the smart meter?

Fairview funded the meter replacement project through money set aside over the course of several years in the Water and Wastewater Fund. Residents have not been and will not be charged for the meter replacement or use of the app.

The new meters measure consumption more accurately than the old meters. Some water customers may have noticed a slight increase in their water bills if their old meter was not accurately measuring consumption.

Any adjustments to water rates in future budget cycles will be unrelated to the water meter replacement program and will only reflect the Town’s water purchasing costs.

What types of alerts can I set up using My Water Advisor 2.0?

  • Suspected Leak: If water flow is detected continuously for 24 hours.

Update Regarding LDS Temple

A Utah-based news outlet reported on Feb. 21 that plans for the Fairview Church of Jesus Christ of Latter-day Saints temple call for a larger footprint than was approved by the Town Council. This report is inaccurate. The temple was approved by the Town Council to be built with 30,742 square feet, and the building will be limited to that size.


Scam Alert

The Fairview Police Department is alerting the community to a sophisticated impersonation scam after a local resident narrowly escaped losing over $61,000 to fraudsters. Thanks to the victim’s quick reporting and immediate intervention by Fairview officers and banking institutions, the stolen funds were successfully recovered. 

The incident began when an elderly resident received a fraudulent text message claiming an Amazon order had been placed. Following the instructions in the text to dispute the charge, the resident called a provided number and was connected to an individual posing as an agent with the Bureau of Alcohol, Tobacco, and Firearms (ATF). 

The "agent" falsely informed the resident of an active arrest warrant and coerced them into withdrawing $61,200 via a cashier's check, which was then deposited into a specified account at a separate bank. 

Feeling uneasy about the transaction, the resident visited the Fairview Police Department to file a report. In a bold escalation, while the resident was speaking with an officer, they received a second call. The caller ID displayed the Fairview Police Department’s official phone number, and the caller identified themselves as the Fairview Chief of Police. 

The officer took the phone and confronted the caller, who immediately hung up once their identity was challenged. Through rapid coordination between Fairview Police and the involved financial institutions, the transaction was halted, and the resident's money was fully refunded.

 Protecting Yourself and Your Family

The Fairview Police Department reminds residents of the following safety tips:

  • Verify the Source: Government agencies (ATF, IRS, Police) will never call to demand payment via cashier’s check, wire transfer, or gift cards to "clear a warrant."
  • Beware of "Spoofing": Scammers use technology to make their calls appear as if they are coming from local police or official government offices. If you receive a suspicious call, hang up and call the agency back using a verified number from an official website.
  • Ignore Suspicious Links/Texts: Never call a phone number provided in an unsolicited text message regarding an "order" or "account issue." Log in to the official company website (e.g., Amazon .com) directly to check your order status.
  • Act Quickly: If you believe you have been scammed, contact your local police department and your bank immediately. Early intervention is the only way to recover lost funds.

Adopted FY 25-26 Budget

On August 25, 2025, the Fairview Town Council adopted the FY 2025-26 tax rate and the FY 2025-26 budget

The Town of Fairview ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE. 

THE TAX RATE WILL EFFECTIVELY BE RAISED BY 6.83 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $6.83.

Monthly Outdoor Siren Testing

The Fairview outdoor warning system consists of pole-mounted sirens that are used to alert people who are outside of a building of a pending severe event.

The storm warning siren system is designed to warn people outside, not inside, to seek shelter.

These systems are activated by the local public safety authorities based on specific criteria.

The Fairview system is activated by the Allen Public Safety (APS) dispatchers, as a courtesy to the Town of Fairview since 2009. The Fairview and Allen systems are provided by the same manufacturer, so it is very easy for APS to activate our system as they are activating theirs. 

Our system can be used for a variety of warning purposes (ex: shelter in place for a hazardous material spill, assist in the search for a lost person, etc.) as it is essentially a very powerful public address system.

The Fairview system will be activated when:  

  • Wind speeds are greater than 70 mph.
  • There is a threat of large damaging hail.
  • During severe thunderstorm warnings where local storm spotters have witnessed lowering/rotating clouds in the immediate area.
  • There is a tornado warning for the immediate area with or without local storm spotter visual confirmation of lowering/rotating clouds.
  • The Fairview Fire Rescue or Police Chief requests activation.
  • Monthly Siren Testing

Audible siren tests are performed at noon on the first Wednesday of each month. Tests will not be performed during severe weather events. If Fairview or Allen is experiencing severe weather on a regularly scheduled date for siren testing, please assume the siren is weather-related and seek shelter immediately.  Fairview Fire Rescue maintains the outdoor warning system located in Fairview.


Conditional Use Permit for a Religious Facility

The Fairview Town Council approved with conditions a Conditional Use Permit for a religious facility to be built on the north side of Stacy Road, west of Meandering Way. The approved conditions are as follows:

bullet From ground level, the roof and facade of the temple building cannot exceed 44'-7".

bullet From ground level, the steeple and spire and any other element of the temple structure cannot exceed 120'.

bullet The development shall connect to the Allen sewer system.

bulletThe excess drainage capacity to the west shall be used to limit the storm water discharge to the east.

bullet The impervious coverage shall be a maximum of 38.9%.

bullet  The temple building shall be limited to a maximum of 30,742 square feet.

bullet  Lighting will meet the Town Code requirements and be subject to the following limitations:

bullet  All exterior lights shall not exceed 3,000 kelvin, except that parking lot lighting and security lighting may utilize lighting up to 4,000 kelvin;

bullet No exterior lights from 11 :00PM to 5 :00AM, except for safety and security lighting.

bullet  All exterior lighting shall provide shielding so that there is no light trespass beyond the property line and any element capable of emitting light (such as a bulb or LED) is not visible beyond the property line whether the light is turned on or off.

bulletNo exterior lighting fixtures are permitted other than what is shown in Exhibit F.

bulletAny exterior lights aimed above the horizontal plane shall not exceed 900 lumens. Any lighting above 900 lumens must be full cut-off.

Collin County Rides Program

The Denton County Transportation Authority (DCTA) is the provider of Collin County Rides, the transportation service for Fairview residents who are at least 65 or who have a qualifying disability. 

The DCTA Collin County Rides program features a dedicated fleet of standard and wheelchair-accessible minivans to transport Fairview residents where they want and need to go in Collin County on an appointment basis. Service may be booked through the online portalthe easy-to-use app-based appointment system or by phone: 940-243-0077. Reservations can be made by phone from 8 a.m. to 5 p.m. Monday through Friday, or from 8 a.m. to 3:45 p.m. on Saturdays.

Important notes:

1. Service appointments will only be available from 6 a.m. to 6 p.m. Mondays through Fridays. No after-hours or weekend service will be available.

2. Riders must make reservations for the service at least a day in advance. 

3. Trips will be limited to Collin County locations, and trips must either begin or end in Fairview or Allen.

  • bullet Contain information that directly interferes with or compromises ongoing investigations, public safety tactics, or the safety of public safety officers
  • bullet Contain personally identifiable information or sensitive personal information that, if released, violates state or federal law
  • bullet Contain defamatory content
  • bullet Promote or endorse political campaigns or candidates
  • bullet Contain links (to protect against potential malware risks and fraudulent activity)
  • bullet Violate the legal ownership interest of another party
  • bullet Are deemed by the Town Manager or his or her designee(s) to include content that is inconsistent with Town policies or in violation of applicable federal, state, or local laws or ordinances. If technologically feasible, a copy of Town Social Media Policies or a link to said policies will be included on Town Social Media Accounts.

 

All Comments are public and are likely subject to public disclosure. Commenting on Town Social Media is at your own risk, and Users are personally responsible for their Comments, photos, username, and any other information provided. The views and Comments expressed on Social Media only reflect those of the Comment’s author and do not necessarily reflect the official view of the Town of Fairview, its elected or appointed officials and employees, or its departments. 

We understand that Social Media is a 24/7 medium; however, our moderation capabilities are not. We may not see every Comment right away and trust in our community to ignore personal attacks and negative speech and/or respond politely. The Town reserves the right to block or mute Users on Town Social Media who violate Town Social Media Policies. 

Responses by town staff to User Comments and messages, when determined appropriate, are intended to direct Users to the appropriate page(s) on the Town’s official website(s) or the appropriate member(s) of town staff in order to provide additional information, answer questions, or correct misinformation. Town Social Media Accounts are not intended to be used for ongoing conversations between members of town staff and Users. 

Posts and Comments made by the town staff on Town Social Media shall adhere to Town Social Media Policies, as well as applicable federal, state, or local laws or ordinances. 

Linking:

Links from Town Social Media to Social Media, websites or any other electronic media not operated by the Town do not constitute or imply endorsement by the Town of those electronic media, their content, or products and services. Additional Town policies related to linking are located within Ordinance No. 2025-13.  The Town reserves the right to remove links provided by Users on Town Social Media. 

Privacy notification:

Posts and Comments on Town Social Media are public and may be viewed by all visitors. Therefore, Users should be careful about including any private or personally identifiable information Comments. If you need to include private or personally identifiable information in your communications, please contact the Town of Fairview directly. Additional Town policies related to privacy are located within Ordinance No. 2025-13

Public information:

Comments on Town Social Media are considered public records and likely are subject to disclosure, in accordance with the Texas Public Information Act. Public information requests will be handled in accordance with the Texas Public Information Act. 

Records retention:

Comments on Town Social Media are considered public records subject to Texas records retention requirements and shall be retained and archived to the extent required. 

Third-party website/application policies:

Town Social Media is owned and hosted by third parties, and in addition to Town Social Media Policies, the use of Town Social Media is governed by the respective privacy policies and terms of service of those third parties. Third parties that own and host Social Media utilized by the Town may take actions not addressed by Town Social Media Policies or within the Town’s control relating to a User’s Comment(s) or other activities on Town Social Media.
