The Fairview Economic Development Corporation (EDC), in partnership with the Community Development Corporation (CDC), is pleased to announce the official launch of Open Rewards—a community-first incentive program that rewards shoppers with cash back for shopping local. The program is good at all stores, salons, restaurants and retail service outlets in Fairview.
Anyone shopping at retail businesses in Fairview can submit receipts online and receive cash rewards—no strings attached. There's an app to download, but businesses don't need to sign up or manage the process. Shoppers can choose to either connect their payment cards or upload their receipts from any qualifying Fairview business to start earning.
“This program reflects our commitment to small businesses and to the people who make Fairview such a special place,” said Sim Israleoff, Chairman of the Fairview EDC Board. “Open Rewards is our way of saying ‘thank you’ for choosing to spend your dollars here. It supports our local economy in a smart, forward-thinking way—with zero burden on our business owners.”
The program is part of a broader pilot initiative that runs through January 31, 2026, and is designed to both reward community members for shopping local and drive more traffic to local storefronts.

The program is powered by Bludot's Open Rewards platform, which has been successfully implemented in communities nationwide. A significant advantage of the platform is that it enables Fairview to track program engagement and outcomes in real-time, without requiring business owners to enroll or take any action.

On August 25, 2025, the Fairview Town Council adopted the FY 2025-26 tax rate and the FY 2025-26 budget.
The Town of Fairview ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.
THE TAX RATE WILL EFFECTIVELY BE RAISED BY 6.83 PERCENT AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $6.83.

SMART METER REPLACEMENT PROJECT
As part of our commitment to serving you, the Town of Fairview is replacing water meters at all homes and businesses in Fairview. The project will be completed in stages, and all work is estimated to be complete by April 2026.
The new smart meters (Advanced Metering Infrastructure, also referred to as AMI) can provide alerts if there is a leak, and an associated web portal and app can also provide you with detailed information about your water use and send you customized alerts to help you manage your water consumption and accurately predict your next water bill.
Your account information remains secure and exclusively under your control – other users will not have access to your personal information, and data sent from the meter is encrypted from end to end.
All water meters in Town will be replaced. Customers may not choose to retain an older model of meter. You won’t be billed for the replacement, and the app and all its features are free to use.
The Town will distribute door hangers and other forms of communication to let you know when the project is scheduled to start in your area.
Water service will be disrupted for approximately 30 minutes during meter replacement. Because your water will be turned off temporarily during the meter change process, you may experience a brief period of air or discolored water. In most cases, briefly running your cold water will clear up this situation.
Meters at homes will be replaced during the day, and crews will swap out meters at businesses either overnight or early in the morning before business hours. Residents are not required to be home for the replacement to occur.
You will be notified when work is complete or if workers need to return to complete any remaining work.

FREQUENTLY ASKED QUESTIONS
Will someone need to dig on my property to replace the existing meter?
Meter boxes are typically located near the street, and we don't anticipate workers needing to dig to replace the meter.
What technology will be used to read my new smart meter?
The AMI network uses radio frequency to capture meter data.
Will the radio frequency interfere with other electronic equipment?
The radio transmission operates in compliance with Federal Communications Commission (FCC) regulations to avoid interference with other electronic devices.
Is my data secure?
Data transmitted from the meter through the system is encrypted from end to end.
How can I be sure I am not being billed based on someone else’s transmitted data?
Each radio frequency device has a unique ID number, which is transmitted along with the meter reading. The unique ID is compared to your account records to ensure a match.
Will I be paying more for water because of the smart meter?
Fairview funded the meter replacement project through money set aside over the course of several years in the Water and Wastewater Fund. Residents will not be charged for the meter replacement or use of the app.
The new meters will measure consumption more accurately than the old meters. Some water customers may notice a slight increase in their water bills if their old meter was not accurately measuring consumption.
Any adjustments to water rates in future budget cycles will be unrelated to the water meter replacement program and will only reflect the Town’s water purchasing costs.
Who will be performing the meter replacement work?
Contractors performing the work will be wearing blue shirts that say “PMG.” The trucks they drive may be various colors, but they will have magnetized signs that say “PMG.” If you have any concerns about contractors performing the work, please call the Public Works Department at 972-562-0522, extension 5012.

What types of alerts can I set up using My Water Advisor 2.0?

The Fairview Parkway connection to Ridgeview Drive opened in July, and work is ongoing to complete construction of the northern extension of Fairview Parkway.
Construction zone speed limits are 20 mph near the intersection, and drivers should proceed cautiously and observe all signs and barriers indicating traffic flow. As a reminder, all drivers are required to stop before proceeding through the intersection of Latham Drive and Fairview Parkway and at the Fairview Parkway and Ridgeview overpass work zone.
Fairview Police are increasing enforcement and monitoring speed along Fairview Parkway as more drivers use the road to connect to Ridgeview Drive.
When construction on the northern extension of Fairview Parkway is complete, drivers will be able to use it to connect with Fairview Crossing Boulevard, which opened in May. Fairview Parkway will align with Medical Center Drive where the two roads end at Fairview Crossing Boulevard. If weather allows, the northern extension is anticipated to be complete and open by early 2026.
The ultimate design calls for Fairview Parkway to have two lanes in each direction, divided by an island, along the full length of the road, except North of Sloan Creek where is will be a 4 lane, undivided roadway. Eventually, plans call for it to connect directly to Stacy Road on its southern end which will be planned and constructed by TxDOT.
As development in the area grows, traffic volumes are expected to increase significantly. It is designed to divert some traffic from State Highway 5, and by 2040, Fairview Parkway is anticipated to carry more than 30,000 cars per day. Traffic signals will be installed at various intersections as traffic warrants.
In August, the Town Council authorized staff to request Collin County to reallocate some funding, which would allow for expedited construction of additional lanes between Ridgeview and Latham. The reallocated funding would also pay for a traffic signal to be installed at Fairview Parkway and Fairview Crossing Boulevard.


The Fairview Police Department is issuing a warning to residents about a phone scam impersonating police officers and attempting to obtain personal financial information.
On Friday, June 25th, 2025, a resident reported receiving a call from 972-886-4211, which appeared to be the Fairview Police Department's official number on caller ID. The caller identified himself as "Captain Michael Martic" and claimed there was an active investigation with federal warrants from Homeland Security against the resident. The scammer then attempted to acquire the victim's bank account details.

The Fairview outdoor warning system consists of pole-mounted sirens that are used to alert people who are outside of a building of a pending severe event.
The storm warning siren system is designed to warn people outside, not inside, to seek shelter.
These systems are activated by the local public safety authorities based on specific criteria.
The Fairview system is activated by the Allen Public Safety (APS) dispatchers, as a courtesy to the Town of Fairview since 2009. The Fairview and Allen systems are provided by the same manufacturer, so it is very easy for APS to activate our system as they are activating theirs.
Our system can be used for a variety of warning purposes (ex: shelter in place for a hazardous material spill, assist in the search for a lost person, etc.) as it is essentially a very powerful public address system.
The Fairview system will be activated when:
Audible siren tests are performed at noon on the first Wednesday of each month. Tests will not be performed during severe weather events. If Fairview or Allen is experiencing severe weather on a regularly scheduled date for siren testing, please assume the siren is weather-related and seek shelter immediately. Fairview Fire Rescue maintains the outdoor warning system located in Fairview.

The Fairview Town Council approved with conditions a Conditional Use Permit for a religious facility to be built on the north side of Stacy Road, west of Meandering Way. The approved conditions are as follows:
From ground level, the roof and facade of the temple building cannot exceed 44'-7".
From ground level, the steeple and spire and any other element of the temple structure cannot exceed 120'.
The development shall connect to the Allen sewer system.
The excess drainage capacity to the west shall be used to limit the storm water discharge to the east.
The impervious coverage shall be a maximum of 38.9%.
The temple building shall be limited to a maximum of 30,742 square feet.
Lighting will meet the Town Code requirements and be subject to the following limitations:
All exterior lights shall not exceed 3,000 kelvin, except that parking lot lighting and security lighting may utilize lighting up to 4,000 kelvin;
No exterior lights from 11 :00PM to 5 :00AM, except for safety and security lighting.
All exterior lighting shall provide shielding so that there is no light trespass beyond the property line and any element capable of emitting light (such as a bulb or LED) is not visible beyond the property line whether the light is turned on or off.
No exterior lighting fixtures are permitted other than what is shown in Exhibit F.
Any exterior lights aimed above the horizontal plane shall not exceed 900 lumens. Any lighting above 900 lumens must be full cut-off.

The Denton County Transportation Authority (DCTA) is the provider of Collin County Rides, the transportation service for Fairview residents who are at least 65 or who have a qualifying disability.
The DCTA Collin County Rides program features a dedicated fleet of standard and wheelchair-accessible minivans to transport Fairview residents where they want and need to go in Collin County on an appointment basis. Service may be booked through the online portal, the easy-to-use app-based appointment system or by phone: 940-243-0077. Reservations can be made by phone from 8 a.m. to 5 p.m. Monday through Friday, or from 8 a.m. to 3:45 p.m. on Saturdays.
Important notes:
1. Service appointments will only be available from 6 a.m. to 6 p.m. Mondays through Fridays. No after-hours or weekend service will be available.
2. Riders must make reservations for the service at least a day in advance.
3. Trips will be limited to Collin County locations, and trips must either begin or end in Fairview or Allen.

1. Go to the “Account” tab and provide contact information for each type of message delivery you’d like. Note: On this tab, you can also choose to turn off notification during certain hours of the day or night. If choosing this option, be sure to select the “America/Chicago” option for the Central time zone.
2. Don’t forget to click “Save” to activate your selections.
3. Then, go to the “Settings” tab and click the drop-down menu to the right of “Town of Fairview” to select which types of notifications you want:
